Very Simple!

using photo shop cs!
works with anything

It was remade form this icon

1- Crop your image have it ready! I sharpened it and used the blur tool over here skin
2-Duplicate it 2 times
3-Set the first layer to screen and the seconed to softlight [you could increase the saturation of the softlight layer if you want]
4-Make a new layer set it to color burn and fill it with #c3d1d5

5-Make a new Exclusion Layer fill it with #010e33

Now for the text 

For photo shop
click on p to get the freeform pen

be sure that every thing is like that
Photobucket - Video and Image Hosting
and make any shape you want
I made a swirle

and wrote Nelly and made some spaces between the letters

For paint shop:
Select the letters and place them at the place that you want!

I wrote it at the end
you can write each letter alone then rotate them!
that is the only way i know with psp

I'm using PS7, and when I make a path with the pen, then type, it doesn't go on the path. Any advice?

make sure that when you write the text you click on the line you make and that it look like that

ohh thanks for making the tutorial for #6. so simple!!!! but good result. I guess the original picture of Nelly has been quite photoshopped already, and your coloring just makes it pop more. thanks.

I made mine but its not from girlfriend! there are caps here [info]alldisappear for girlfriend and alot of avril graphics if you like her!

Wow nicely done!. Would you feel like making a girlfriend header? You dont have to worry about coding or anything cause anything seems to go well with my white layout I have. I think the size id need is 800x300. But only if you wanted to, dont feel like you have to. Yes I LOVE Avril, and Girlfriend is my new fav song since I first heard and saw the video.

PS, if you do make a girlfriend layout, would you be able to use more pics of her with the black hair rather then the blonde. I love her as a blonde, but the black just worked well on her
